It may be that Farage is pulling in new voters, or taking votes from Labour, and also that the main problem the tories have is that their 2019 voters weren't voting for them.
I've just been looking g at the Welsh breakdown, and I'm not an expert on Wales but the Reform vote is strong in traditional Labour areas.
