I don't disagree that DDOS attacks are a problem on today's Internet.
I'm just not convinced that the solution is to give a large US-based companies billion-dollar incentives to create more of them.
I'm not saying that a company like, say, Cloudflare encourages DDOS, but aligning shareholder value with $badthing seems like a dangerous approach.
It starts to look like a protection racket, and large corporations don't have a great track record in keeping themselves honest.
