If you plug them into your monitor and connect them to a keyboard and mouse, they're essentially just PCs. Yes, you can do your taxes on them if that's what you want.
The other thing is that the whole appeal of a Steam Deck is that you can play PC games on them. I've run 40-year-old games like Wacky Wheels pretty easily on it. And I can run new games like Baldur's Gate III on it too.
However, I would also say that the Steam Deck has a handheld form factor.
That said, I wouldn't say that the Steam Deck is just like the Nintendo Switch because the Steam Deck is an open platform while the Nintendo Switch is a walled garden..
