I don't know why you are trying to free market your way out of an obvious lop sided market advantage here. That would make mexican citizens get free money just to be a property brokers. While Americans would have to pay tax to Mexicans.

Other countries have protectionist policies. It's not about money to them. It's about protecting their blood line.

With no restrictions like you suggested the first thing I would do is try to become a Mexican citizen. And use America as a giant place to take a shit and spend my money elsewhere. And that's exactly what lots of people do.
