For ATproto, I think the idea is that you only need to migrate servers in the way described above if you are hosting your own PDS and need to move it to another actual server, say you're moving cloud providers, or your bare metal server crashed but you backed up the data and will restore to a new one. I don't imagine that would happen too often. In terms of moving between AppViews (clients), you just use the same PDS. Right now there is only really one AppView (Bluesky) so it remains to be seen what else comes along.
