Fantasy historic timelines have messed with my sense of time in worldbuilding.
400 years is plenty of old enough for a civilization so that the monstrous tyrants that preceded it no longer play any part in the perception of present day issues and events.
400 years ago, the English had just established their first colonies in America, Japan had ended it's civil war period, and Europe was in the 30 years war.
That is a very long time ago. It's really not recent.
