One thing I read somewhere and used when they were young is to never make a child say "I'm sorry," because they're not, it promotes lying, and disrespects their feelings. Instead have them say "I apologize for my behavior." It removes the self-identification of "bad" as you point out such and such could have been handled better - their reaction was not preferred, but they are not bad people.
