They then bullied the next car ahead into pulling over by flashing their lights repeatedly. Right in the middle of a road construction zone with heavy machinery and men in jackets everywhere. Outstandingly dangerous.

Unfortunately, they did all this with such confidence that I suspect they had some sort of law-enforcement "righteousness". Even if they'd been caught, they'd have walked, despite being wildly dangerous and doing something that would have landed you or me in prison.
