This is a lesson for people who need to deal with public workers. Having worked in public places myself, I can give you some tips.
1. When you can't get something you want from a front desk agent(someone who is in a reception or base job), call their immediate supervisor and ask if it's possible. Never yell at a front desk agent, since they are only following orders, they cannot do much.
2. If you get no response from the supervisor, call the next one in the chain, the subsecretary of the department you need to. The subsecretary is the one who makes the link between the public and the departmental head honcho. Usually, the subsecretary is the one who passes complaints around and may even go down to investigate. I had one situation where the subsecretary went down to investigate a complaint someone had about me.
3. Departmental head honchos HATE letting things go up the chain, specially in the public offices, so they will usually respond to formally registered complaints(i. e. the ombudsman phone line).
4. If the head honcho doesn't help, reach out to your city's legislative body. Some city legislators have specific days where they listen to the public in their offices. No need to reach out to the mayor, because the mayor and legislative body are in the same level chain-wise.
Auspost having to do it makes precisely zero sense.

Australia has unique specs for passport pics, the embassy sent me to a local photographer who does photos with those specs so it would be compliant for the emergency passport and then they get noped out on Australian soil despite being in my travel doc..
