The easy way is just to comment on a note so you get notified when anyone else comments.
Alternatively you could create a “follownote” tag but getting clients to support it would be another thing.
You could make a standalone client where you enter the note id you want to follow and have a list of notes that you follow and get notified when a new comment is published
