You should be more specific, like name some BBS's, violation category for the time period (IE currently CFAA is codified as 288), locations, numbers, any sysop names, potential field offices that may have an investigation (two letter abbreviation), otherwise you're not giving them anything to search.
Also, keep in mind, with the time period you're requesting means it is going to be a paper record. Electronic search wont be possible. Those records are in paper boxes somewhere in a storage facility in West Virginia. Someone has to go through it by hand, and they have a max time limit to commit for each request.
