It's like I keep saying: having the time and resources to devote to a dedicated Fediverse server, even a small one, is a luxury. There is no reason at all whatsoever that the owners of these servers will just happen to be the best moderators. The best moderators won't have servers, and the best performing servers will have shit moderators. There's little to no overlap.
If we're going to design a social network, we have to be able to choose our moderators independently of how much cash they have. It should be possible for anyone on the Fediverse to be a moderator, whether or not you're the owner of a server, or employed by one. It is possible through shared block lists, if the Fediverse clients would just implement that.
But whether you trust owners of servers, or people in general to censor bad stuff, finding them is still the hard part. We need to study recommender algorithms I think, to take some amount of observation on who moderates what, and use that to recommend the people most effective as moderators. Haven't been able to figure that out myself, though. Recommender algorithms to find moderators and potential friends and allies. That's what will reveal the Fediverse's gifts.
