We do want to address "poop and needles," but I don't think we can police our way out of this crisis, or out of the overdose crisis.
To take the simplest example, and to make a point someone else made earlier, if we don't want poop on the streets, maybe just put in toilets instead of sending out more street cleaners?
There are issues with public toilets, though, of course. The two most obvious/salient ones are: vandalism and maintenance costs; and use of toilets for "unsavory" activities (like taking drugs and having sex, things that most of us - I hope - do regularly, but have comfy, unpoliced living spaces in which to do so).
