There's a subset of Mastodon users who aren't quite understanding the point of #alttext
What I'm seeing increasingly is that the alt text is just a copy & paste of the words in the toot.
Alt text should be a description of the image so that those who can't see the image (for whatever reason) know what the image is.
I'm assuming this is carelessness, not malevolent.
