We can choose the license we release our code under, due to many different sets of reasons.
One *might* release their code under the GPL due to a deeply held belief that all software must be openly accessible to everyone (That’s the political belief part), or just because you think it’ll look good on your resume. (Or something completely different).
We can’t necessarily deduce a person’s beliefs purely based on source code licensing.
