The mostr(dot)pub relay has been defederated. It's almost all risk (high probability of illegal content) and NCD has no real reason to accept activities from them in federated network. I understand the concept of it, but human nature gravitates towards being absolutely cooked in one way or another and I believe the risk outweighs the benefit.
