I would say the example you posted is not "unconstitutional". Maybe a violation of some bureaucratic rule but certainly not addressed by the US constitution.
That several (all?) of the executive departments have been taking action far beyond the congressional authorization is far more concerning to me. Ending those actions is key to putting the executive branch under control.
