I see this as somewhat of a chicken and egg issue. The dogs are often raised by people who encourage aggressive behavior and while I have lots of experience with dogs at homes where the owner is not home, pit bulls are by far the most daunting, followed by German Shepards in a close second. My experience with pit bulls is that they are not in any way inhibited or afraid of you, and like bovine bulls in some ways will carry their intent out without regard for their own safety. As such, they are nearly impossible to intimidate and pose a larger threat to those who oppose their actions. I do think that naive people who make bad decisions shouldn’t prompt regulation for all, though I wish people would be reasonable. Pet tiger in public? Maybe not, but if laws didn’t exist, some idiot would do it. I guess that’s one of the reasons I carry a gun. I believe you can’t always count on reasonable behavior.
