Das denke ich mir nicht aus, das sagt Agustin Carstens, Director General of the BIS, der Bank der Zentralbanken:

Die gestelzte Formulierung "expression of central bank liability" bezieht sich auf Geld, das bisher noch z.B. als 50€ Schein in deiner Börse ist. Der freie Umgang damit soll endlich aufhören.
- Man will wissen können, wer was wann wofür ausgibt.
- Man will bestimmten können, wer was wann wofür ausgeben darf.
Willst du das? Wirklich? Nein, das kann man nicht wollen. Auch nicht, wenn es Geldwäsche gibt oder Terrorismusfinanzierung. Diese Form von Kontrolle ist schlimmer, weil sie totale Kontrolle und Generalverdacht bedeutet.
