We already have the ability to share lists of accounts/instances to block, accounts to follow, accounts to add to Lists, etc.
It's in the Export/Import section of the vanilla Mastodon UI. You just need to click a couple of things and share CSV files.
Github/Gitlab/Google Sheets/whatever can be used to collaborate.
