The APNG file format is surprisingly straightforward, all things considered. There is one funny feature related to the first frame that I should play with (you can tell it to make the first frame the background for all frames) but it's probably not a huge thing.
I posted the common list of animations and made them for neodog (bongo at various speeds, blink, mlem, and talk).
