If an indigenous group seeks independence from a colonial state, can that independence be attained without forming an indigenous ethnostate? If, say, the Apache Nation gained independence from the US, is the new country still Apache if most inhabitants are white?

I'm genuinely asking; this is something I'm struggling with.
