So I think this is a trade card, i.e. back in the early days tobacco companies invented what we now know as trading cards by putting them in packages of cigarettes, thus enticing people to buy them (so they could collect the cards). Those cards were also branded/mini ads. Other companies, like this soap company, saw how successful this was and they started to do the same thing. This is a Mikado ref because these cards would be referencing pop culture stuff of the time.
