Firstly how does that change anything for the target kids. Secondly the bully kids are programmed (or inadequately guided) by adults too. Kids don’t start off fully loaded with functional empathy, it’s something they learn and develop. And even kids who get a good start may experiment with cruelty, for social acceptance.",
