I hadn't thought about it from this angle before, but you're right. The incentive is to be civil and provide value or else you won't receive zaps, so people moderate themselves for the most part, and are helpful to new users.
You want the zaps? Don't be a jerk and you'll get the zaps.
And most folks don't need to be told this, either. They just see based on their interactions that they get more sats when they are kind and helpful than when they are snarky and rude.
