Can't speak as much to light vehicle OEMs, but in the medium & heavy duty space, that's standard practice. It's mainly intended to price out independent repair shops who often can't afford paying thousands of $$ in multiple OEM tech pub subscriptions every year. Vehicle owners & independent shops lose; dealers & OEMs win.
