Why do people keep saying the DOGE and the president can't cut the budget. This makes no sense. Congress appropriates the money for the budget but where is it stated the President must use all the funds appropriated? For example Congress can decide to appropriate funds to hire more IRS agents. But the IRS reports to the executive, the treasury secretary can just decide not to open those positions and the money will go unspent.
