Presumably there are more and less expensive ways of generating energy and the more expensive methods are used last. That would be sensible though and there's no guarantee of being sensible. It cost a lot to turn a power station on. So to remain in profit the costs of turning on a, presumably, higher cost alternative have to be covered. What you really need are lots of data to make sense of the context and that is lacking.
