Black Obsidian is only produced and used by Cepha, so it's useless to Baroque. It's also made from human blood, so there's no right reason to use it for a Baroque. Some monsters have a preference, like Cepha, that depends on their nature of where they want to live, or like the Kokutan who migrates.
The districts may have a ruling class, and is different depending on what faction rules it. All of North Baroque is ruled by three divided provinces, for example. The center of Baroco is the old civilization, a city that looks like a wide tower, of Baroco that they want to rebuild. It's more fortified and has many things inside, and the most valuable is knowledge of the world.
For whatever the Human god likes, most of the time, the monsters that they may become end up serving the Human god for the rest of its life, but the result of a coma is unknown. It's a jealous god in a bad way, and the corpse was originally its creation until the Unknown God gave the gift of a soul to the creation, so the relation is quite clear.
