1) There will absolutely be review checking. There already is. My board and I review 600 reviews a year in the journal I edit. The only difference here is that I'll be able to tell reviewers, "no, one line is not sufficient", whereas now, I just have to accept it, since I have no leverage. No new labor, just accountability.
2) There is more time to give: by publishing less. Sustainability of our collective time is the point.
