I’ve got some experience publishing apps on the Apple App Store, and as a small developer I’ve found the review process to be extremely arbitrary. My advice is to submit regularly, as at some point you’ll have a more open-minded reviewer. My first app was denied citing an app store guideline, and when I resubmitted with effectively no changes it was approved by the second reviewer. After initial approval, subsequent updates went (mostly) smoothly.
This was a few years ago and is obviously a single data point, so it may or may not still hold true.
