There was a feed that had this situation, and it was breaking SF. Since technically the specs don't require a recipient at the item level, I changed SF to take into account this situation. With the introduction of VTS into the podcast:value tag, the apps may want to relook at their logic for falling back to the channel level value block, because there are valid times that the item level podcast:value tag will be present but not have a block of recipients.
