My understanding is that CPI excludes housing costs and CPIH adds housing cost for owner occupiers, though using a rather obscure calculation. I'm unclear where/how renters costs are included.
As the MPC are tasked with targeting CPI then they would be indifferent to the impact of Base Rate changes on mortgages as CPI doesn't include the cost of mortgages.
