I agree. However, entrepreneurs have been captured in many different ways and have become an enforcement arm of the institutions/state.
In former days we had the concept of freedom of entrepreneurship, but the concept has been fully abandoned within the dominant statist doctrine.
Real entrepreneurs will need to reoccupy the spaces that are not regulated, limited or licensed.

Only if we can put society on a new operating system can we bring back entrepreneurship that is now fully infested with state extraction logic that makes total surveillance a prerequisite for its enforceability.
