If enough people did that it would be noticable. The trolley collector would complain that they have to remove so much rubbish and the bins aren't big enough. Management has to provide enough bins and pay more to have more frequent collections or to have a larger volume taken away. May have to employ more trolley collectors because the job now takes more time.
