I don't think it's necessarily "because others are scared of responsibility." It could be as simple as a different perspective. For instance, I'm female, and quite aware of my physiological disadvantage. I recognize the necessity of entering a partnership with someone who can protect me if I'm threatened. So, maybe from this vantage point, I'm in a better position to see how alliances form by necessity, and from there extrapolate that govs are inevitable
