So I did some reading on Morrowind, and discovered some interesting and also some unfortunate facts.
There are merchants that sell Skooma... however, they usually have a very small and non-regenerating inventory. Shipwrecks and bandit hideouts sometimes have Skooma, but finding them isn't always straightforward. There's apparently an Orc run plantation near Vivek that has a Skooma factory in the basement. Might be worth a visit.
Console commands can be used to add items to inventory... the player's obviously, but it might also work on NPC merchants. While spamming my own inventory with Skooma would be more straightforward, I'd rather dump it on a merchant and buy it like an honest junkie.
Either way, it's obvious that if I want a Skooma dealer in Vvardenfell I'm going to have to do it my damn self.
