is completely gratis and free, the source code is available, you don't need to pay even 1 cent if you make a game to sell and if you want for whatever reason you can change the name and logo of godot, sell it as a modern game engine that supports vulkan, 3d, 2d and even charge for support, no idea if someone has done that tho but you can.
