I think this is a reasonable compromise for a company open-sourcing their products. I would even suggest it should become AGPL instead of Apache, to keep it open, once it becomes open source.
But I do think the distinction needs to be made that it is “source available” until the date it becomes “open source.” Otherwise, it’s misleading and causes confusion.
