I'm not sure if/how apps can really escape. https://developer.android.com/about/versions/15/behavior-changes-all#enhanced-stop-states and the linked FLAG_STOPPED description explain a loophole, but I guess that some other app needs to trigger it. That might work through some shared ~malware~ ad SDK or from another app from the same publisher.
