I just don't understand this current trend of constantly harassing the unhoused but not providing them any means of stabilizing. It's insanity. Cruel insanity.

If you think the "encampments" are unsafe or unsanitary, provide portable showers and toilets. It's not hard. And before you jump in here, I know why they don't do that. I don't care. It should be done.
