It's supported by some podcast apps, most notably PodLP (for featurephones in the third world).

I produce a 16kbps Opus file in one of those. It is excellent, as long as your device supports it. All Android devices do. Apple devices do not (with the exception of proper Chrome on Mac OS).

Unfortunately, since most podcasters are in the US, they don't care about bandwidth costs in the rest of the world. I'm really surprised that podcast hosting companies don't automatically make a 16kbps Opus file and add it to the alternateEnclosure. It's literally eight times smaller than the most-used 128kbps MP3 file, and for speech sounds very similar.

In Chrome, press the "latest" button at podnews.net/latest to hear the 16k Opus file.
