I tend to think that you are correct. A fear a spiders or a phobia is an irrational fear of the unknown. Like being scared of the dark.
Fear of an enemy in a conflict or fear of God is a more realistic fear of impending doom or judgement based on unavoidable events.
It says that God has not given us a spirit of fear.
This I imagine means fear of the material enemy who can kill or humiliate the physical body.
The law being a schoolmaster unto Christ I believe means that it is possible to overcome your fear of Gods judgment by inernalising and understanding the sacrifice on the cross. The gospels being good news liberates us from a "fearful of God's judgement" existence into one of hope and thanksgiving.
