Isn't this because AP is a server-to-server protocol trying to preserve time ordered, nominally to reduce its bandwidth requirements? Servers should offer a client-facing protocol that provides for sorting, filtering, ordering, etc. Sadly the most widely spread such protocol, the one used by Mastodon, transfers the no-sorting, time ordered features over.
