Any effective popular resistance movement in the modern world will have to be a decentralized one.
With Fed spying and entrapment, any group that gains prominence will inevitably be investigated, infiltrated and abused to further the interests ends of the centralized powers.
The only organizing principles that I can think of that would allow people to know they are part of a larger movement and yet not coordinate and organize would be a shared set of values.
