My understanding is that the idea is that sulfur emissions from burning dirty fuel increase the earth's albedo, partially counteracting the supposed greenhouse effect of the carbon emissions. As we burn less dirty fuel the albedo falls and more sunlight is absorbed increasing temperatures. The sulfur half of the idea is actually plausible, the carbon half is of course bullshit.
