The server I co-admin ... mathstodon.xyz ... has 21K registered accounts, but probably only about 5K people actively posting and/or reading. I feel that this is still "small", so having a specific, concrete number here feels both desirable from the point of view of enforceability, but undesirable because of the waterfall effect.
