Common Lisp the Language 2nd edition states that "The message [of a condition] should generally be a complete sentence, beginning with a capital letter and ending with appropriate punctuation" (CLtL2 29.3.18).
I continue to believe it is a mistake: it stops you from properly chaining error diagnostics (e.g. "cannot do X: Y failed: Z failed to complete").
