And while it would be cool and symbolic, the relevant symbolism wouldn't exactly be the type most people would want in real life....
Putting your center of government on an isolated dangly not-quite-island kinda defeats the point of a "government by the people" if you ask me. A government physically isolated from its people is one that's easy to spin into what's basically the capitol from the hunger games, especially with a strong geographic border.
(what's now DC was basically swampland that nobody really wanted, which explains why it was put there of all places... And it wasn't artificially isolated any more than the choice of where it was; the city grew organically around it as the government became "more important")
