Let's assume Spiderpool finds a new block immediately after the previous one, but haven't received the unconfirmed txs yet. To avoid losing the block reward, they might opt to mine an empty block quickly rather than wait for transaction data.
There are some other possible reasons which I don't fully understand yet.
